For the purpose of this section, anindividual shall be considered to be acting as an agent or representative of acertificate holder in a matter before the agency if the individual makes anywritten or oral communication on behalf of the certificate holder to the agency(or any of its officers or employees) in connection with a particular matter,whether or not involving a specific party and without regard to whether theindividual has participated in, or had responsibility for, the particularmatter while serving as a Flight Standards Service aviation safety inspector.本节目的是，在代理前，如果个人关于一个特定事情就代表许可证持有人的机构（或其官员或雇员）作了书面形式或口头上的沟通，无论涉及特定一方，且不考虑该人员在担任飞行标准司航空安全检查员时是否参与或与特定的事情有直接责任，这个人就某一件事被认为担任许可证持有人代理人或代表。
